Electrical Appliances Safety Certification

INTRODUCTION OF THE SYSTEM

The former government-supervised type approval system was replaced by a new safety certification system overseen by private organizations.

The Electric Appliance Safety Control Act was amended (Act 6019, proclaimed on September 7, 1999) to enhance safety control regarding the manufacture and use of electrical appliances and to harmonize safety requirements with international standards which will, in turn, facilitate the implementation of mutual recognition agreements on conformity assessment. The new law entered into effect as of July 1st in the year 2000. The electrical appliances safety certification system is in force based on “Electrical Appliances Safety Control law” and electrical products can be manufactured and placed on market acquisition of safety certification.

Purpose

Aim at setting definite criteria for uniform and rational administration in carrying out safety certification, cancellation of Safety Certification and other Electrical Appliances Safety Certification, which are regulated in the Article 5, of the Electrical Appliances Safety Control Law, by Safety Certification Body that has been accredited by the Article 3 of the Electrical Appliances Safety Control Law.

A. Electrical Appliances subjected to the Certification
Electrical appliances used with supplied input power less than 1000 volts will be subjected to the certification.

B. Electrical appliances safety certification is required by manufacturing place as well as model, thus, there should be no same product model name in case of producing same products in different factories, each factory requires to obtain the certification respectively.
In the case of foreign manufacturers, they have the option to apply directly or through local agency that has been authorized with a letter of authorization as a legal representative for foreign manufacturer.

Electrical Appliances Safety Certification

It is a compulsory certification system. According to this system, those who manufacture the electrical goods or those who manufacture the electrical goods which are subjects for the safety certification and export them to Korea shall acquire the safety certification by model in accordance with the Ordinance of the Ministry of Trade, Industry and Energy. The product test to verify the safety standard conformity and factory inspection before shipment to ensure the maintenance of quality are required.

Electrical Appliances Safety Confirmation

It is an advanced certification management system under the amended Electrical Appliances Safety Control Act (enforcement on January 1, 2009), which classifies electrical appliances safety management system into mandatory Safety Certification and Self-regulatory Safety Confirmation in accordance with hazardousness level of appliances, and made appliances in lower risk of hazardousness level be subject to the Electrical Appliances Safety Confirmation scheme, thus the factories can register their products to market them with less restriction.

Supplier’s Conformity Confirmation

It is a system for a manufacturer or an importer to sell or import electrical appliances after confirming the safety per a model for oneself before release or customs clearance. The product test can be performed by oneself or the 3rd party.

Note

1. The size of figures for each mark expressing safety certification, KCs and supplier’s declaration of conformity shall be adjusted according to the size of electric appliances.
2. The marks expressing safety certification, KCs and supplier’s declaration of conformity shall be visible, attached, printed or engraved.
3. Safety Certification No. or KCs No. shall be marked next to the safety certification or KCs.
4. Safety standards and the information decided by the Korean Agency for Technology and Standards in either Korean or English shall be inserted in addition to the marks expressing safety certification, KCs and supplier’s declaration of conformity.
5. The color of the marks expressing safety certification, KCs and supplier’s declaration of conformity shall be black in principle.

KC Certification of Conformity

KC Certification Service

1. Procedure and system to evaluate the suitability of telecommunication devices being manufactured, imported and sold in Korea based upon a certain technical standard and regulation to certify the stability and reliability reliability of product.
2. Classified into 3 broad group upon the risk(electromagnetic interference, network interference and human life safety) : certification, registration and interim.

b. Self-Test : Some special industry products can be self-tested in any qualified labs (under ISO 17025), and Applicant should keep all docs.
